Custom: Govt Extends Additional Duty on Imports of Clear Float Glass

The Ministry of Finance (Department of Revenue) has released an official notification [Notification No. 22/2025-Customs (ADD)] dated July 10, 2025, regarding the matter of continuation of anti-dumping duty on imports of “Clear Float Glass” from Malaysia. This move is a part of the government’s efforts to protect Indian manufacturers from unfair trade practices. Clear float glass is a type of flat, transparent glass used for the purposes of construction, automobiles, etc. The product falls under Chapter 70 of the Customs Tariff Act.

Earlier, the Directorate General of Trade Remedies (DGTR), via notification No. 7/04/2025-DGTR, dated March 27, 2025, published in the Gazette of India, Extraordinary, Part I, section 1, initiated its review in terms of sub-section (5) of section 9A of the Customs Tariff Act, 1975 (51 of 1975), on an already existing anti-dumping duty on a product called “Clear Float Glass,” which is imported from Malaysia.

Initially, the anti-dumping duty was imposed on imports of “Clear Float Glass” from Malaysia on November 11, 2020, via Notification No. 37/2020-Customs (ADD). That duty was meant to last for five years, unless reviewed or changed earlier.

According to the Customs Tariff Act, 1975, Section 9A(5) and Rules 18 & 23 of the 1995 Anti-Dumping Rules, the Central Government of India has the power to extend the anti-dumping duty if it is found that removing the duty could again cause damage to the domestic industry. Therefore, GTR conducted a review investigation to check if the anti-dumping duty should continue even after 5 years or end.

Through the current notification [Notification No. 22/2025-Customs (ADD)] dated July 10, 2025, the government has made a few amendments to the earlier No. 37/2020-Customs (ADD), dated November 11, 2020, in exercise of its powers granted under sub-sections (1) and (5) of section 9A of the Customs Tariff Act. The made amendments are as follows:

Regardless of what was mentioned earlier, the anti-dumping duty on “Clear Float Glass” from Malaysia will continue to be in effect till February 10, 2026, unless the government decides to remove or amend it.
