FinMin Designates Special PMLA Courts in 4 States to Curb Money Laundering

The Ministry of Finance (Department of Revenue) has recently issued four notifications, all dated July 11, 2025, informing that the Government of India has introduced some amendments to the previous notification of the Government of India in the Ministry of Finance (Department of Revenue), number S.O. 372(E), dated February 5, 2016, published in the Gazette of India, Extraordinary, Part II, section 3, sub-section (ii). These changes are introduced by the government in consultation with the Chief Justice of the High Court of Telangana, Andhra Pradesh, Rajasthan, and Bombay at Goa, in exercise of its powers granted under subsection (1) of section 43 of the Prevention of Money-laundering Act, 2002 (15 of 2003). Here are a few amendments introduced in the notifications of Telangana, Andhra Pradesh, Rajasthan, and Bombay at Goa:

Telangana-Notification No. S.O. 3099(E)

In Telangana’s notification, the amendment has clarified and expanded which courts will handle different types of money-laundering cases depending on who filed the case (like CBI, ACB, State Police, etc.) and which area it belongs to. Here are listed a few of the made amendments:

  1. The Court of Metropolitan Sessions Judge, Hyderabad, will handle PMLA cases across Telangana, except in the Cyberabad and Ranga Reddy areas. But it will not handle cases filed by CBI, ACB, or State Police involving economic offences.
  2. Additional Metropolitan Sessions Judges in Hyderabad (I, II, IV, VII, and VIII). These courts will handle cases assigned by the main Metropolitan Sessions Judge, Hyderabad.
  3. The Court of Metropolitan Sessions Judge, Cyberabad, at L.B. Nagar will handle PMLA cases from the Cyberabad and Ranga Reddy areas. Again, CBI, ACB, or economic offences filed by the State Police are excluded here.
  4. The Additional Metropolitan Sessions Judge, Cyberabad, at L.B. Nagar will assist and handle cases as directed by the Cyberabad court.

Andhra Pradesh-Notification No. S.O. 3097(E)

This amendment assigns CBI-related PMLA cases in Andhra Pradesh to specific courts based on district-wise jurisdiction.

  1. The Principal Special Judge Court for CBI Cases, Visakhapatnam, will handle CBI-related PMLA cases from northern and central districts, including Parvatipuram Manyam, Srikakulam, Vizianagaram, Visakhapatnam, Alluri Sitarama Raju, Anakapalli, Kakinada, East Godavari, Konaseema, West Godavari, Eluru, NTR (Nandamuri Taraka Rama Rao), Krishna, etc.
  2. The Additional Special Judge Court for CBI Cases, Visakhapatnam, will handle such cases from southern districts, including Palnadu, Bapatla, Guntur, Prakasam, Nandyal, Kurnool, Anantapur, YSR Kadapa, Nellore, Sri Satya Sai, Annamayya, Chittoor, and Tirupati, etc.

Rajasthan-Notification No. S.O. 3100(E)

In Rajasthan, more courts have been authorised to handle CBI-related PMLA cases.

  1. Special Court for CBI Cases No. 2, 4, and 5 at Jaipur (Metro-I). These courts now have jurisdiction over PMLA cases across all of Rajasthan filed by the CBI.
  2. The Special Court for CBI Cases at Jodhpur will handle similar CBI-PMLA cases for districts under the jurisdiction of the Rajasthan High Court, Jodhpur Bench.

Goa-Notification No. S.O. 3101(E)

In Goa, one court is now officially designated for handling PMLA cases across the entire state:

  1. The Court of Principal District and Sessions Judge, North Goa, will now receive and handle all PMLA cases for the State of Goa.
