Government Notifies Voluntary Aadhaar Authentication for PFMS Mobile App
The Ministry of Finance (Department o Expenditure) shared a notification on November 20, 2025 regarding Aadhar authentication for PFMS Mobile Application.
Using Aadhaar makes it easier for people to prove who they are. With Aadhaar, people don’t need to carry many different ID documents, and it becomes simpler and faster for them to get government benefits, subsidies, or services, says government.
The Ministry of Electronics and Information Technology, after talking with the UIDAI, has given permission (in a letter dated 17 November 2025) to the Public Finance Management System (PFMS). This permission allows PFMS to use Aadhaar authentication voluntarily for Beneficiaries receiving government payments, Vendors getting paid by the government, Government employees receiving salary or other payments With this permission, people can use Aadhaar (Yes/No authentication or eKYC) to check their payment details and scheme information in the PFMS system. This approval is given under the rule 5 read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar Act, 2016.
According to rule 5 of the said rule read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the agency also notifies the following-
1. The Agency must get the Aadhaar holder’s permission before using their Aadhaar number for verification.
2. According to the rules, using Aadhaar for verification is completely optional. The Agency must tell people about other valid ways to prove their identity and cannot refuse any service just because someone does not want to use Aadhaar or cannot use it.
Note: This notification will come into force from the date of its publication in the official Gazette.
