GST Reforms Boost Himachal Pradesh’s Artisans, Farmers, and Industries
Press Information Bureau Delhi recently shared a press release on October 1, 2025, regarding “GST Reforms: Strengthening Himachal’s Heritage and Economy.”
The latest changes in GST (Goods and Services Tax) have made things easier for people across India, with different benefits for different states and industries. Himachal Pradesh, known for its crafts, special crops, and growing industries, is expected to get advantages from the new GST rates.
Such changes will help small artisans and weavers and create new opportunities for farmers and make industries more competitive. Overall, they will support people’s livelihoods and help the state expand consistently.
Shawls and Woollen Textiles
Himachal’s famous handloom products, like shawls and woollen textiles, will benefit from the new GST rates. These items are not just souvenirs- they are the main source of income for many artisans.
In the Kullu Valley, more than 3,000 weavers working in self-help groups make the colorful, GI-tagged Kullu shawls. Across the state, around 10,000 to 12,000 artisans rely on handloom products for their livelihood. Artisans in Kinnaur create shawls by hand, carefully weaving and dyeing detailed mythological patterns. With GST cut from 12% to 5%, these shawls will cost less for buyers, helping artisans earn more and stay competitive.
Pashmina shawls also get the tax reduction from 12% to 5%. While Pashmina is often linked to Kashmir, Himachal also produces it in places like Lahaul-Spiti, Kinnaur, Kullu, Mandi, and Shimla. Around 10,000–12,000 artisans work with Pashmina, creating luxury wool products. The GST cut will help them price their shawls better without losing profits.
Handicrafts and Cottage Industries
Himachal Pradesh also has many other handicrafts and small-scale industries. Most handcrafted items now have GST reduced to 5%; earlier it was 12%, which benefits artisans across the state.
Agriculture, horticulture, and allied growth engines
Himachal Pradesh’s economy mostly relies on agriculture, with a variety of local products supporting the livelihoods of hundreds. The execution of GST reforms has positively impacted the sector, ensuring cheaper prices and increased earnings for farmers and laborers.
Industrial and Manufacturing Sector
Food Processing
The reduction of GST to 5% on a variety of processed foods is expected to benefit Himachal Pradesh’s food processing hubs in Baddi, Barotiwala, and Nalagarh as these units provide employment to nearly 10,000 people. Lower taxes on food products are expected to lower retail prices, boost demand, and drive higher sales volumes.
Medical Devices
The medical devices industry in the Solan district supports almost 10,000 jobs directly as well as indirectly. With many medical devices and equipment now subject to a 5% GST rate, this reduction is likely to offer benefits and will help in growing sectors’ competitiveness.
New GST rates are expected to support the Indian economy’s growth and improve people’s well-being. In Himachal Pradesh, these changes can turn the “Dev Bhoomi” into a place with busy markets and better jobs. People across the state will benefit from weavers in Kullu, apple farmers in Shimla, tea growers in Kangra Valley, and factory workers in Baddi together helping Himachal’s economy increase and create more opportunities.
