Ms T.C.A. Kalyani Appointed as Controller General of Accounts
Ms T.C.A. Kalyani, a 1991-batch ICAS officer, took charge as the new Controller General of Accounts (CGA) in the Department of Expenditure, Ministry of Finance, on September 1, 2025. She has over 30 years of experience, which makes her an expert in areas like financial management, accounting, governance and administration.
The CGA manages the government’s accounting system, prepares its financial accounts, and oversees payments and receipts for Civil Ministries. It gives regular data to the lawmakers and coordinates responses to the recommendations of the Public Accounts Committee and the Comptroller and Auditor General.
Before being appointed as a CGA, Ms Kalyani was appointed as the Principal Chief Controller of Accounts (Pr. CCA), Ministry of Home Affairs, where she supervised the budgeting and accounting of Ministries of the Government of India. Apart from this, Ms Kalyani has also been appointed to key ministries such as Defence, Telecom, Fertilisers, Finance, Social Justice & Empowerment, and Information & Broadcasting.
About her educational background, Ms Kalyani is also a Gold Medallist of the University of Delhi with a BA in Political Science from Lady Shri Ram College. She holds an M.A. in International Politics and an M.Phil. in West European Studies from Jawahar Lal University.
Apart from serving for the government, she has also held a role at Mahanagar Telephone Nigam Limited (MTNL). She led digital transformation by introducing online bill payments and payment kiosks. Additionally, she also helped in the revival of the Fertiliser Corporation of India Limited.
With the appointment of Ms. Kalyani, it is expected that she will make India’s public financial management system stronger and bring more innovation and transparency to government accounting.
