MSME Ministry Issues Recruitment Rules for Group ‘A’ Posts at Mahatma Gandhi Institute for Rural Industrialisation
The Ministry of Micro, Small and Medium Enterprises recently shared a notification regarding rules regulating the method of recruitment to the Group ‘A’ post in the Mahatma Gandhi Institute for Rural Industrialisation.
In powers given by proviso to article 309 of the Constitution of India, the President makes the below-mentioned rules regulating the method of recruitment to the Group ‘A’ post in the Mahatma Gandhi Institute for Rural Industrialisation, Wardha, an Autonomous Institute under the administrative control of Ministry of Micro, Small and Medium Enterprises-
1.Title and commencement
These rules will be known as the Mahatma Gandhi Institute for Rural Industrialisation, Wardha (Group ‘A’) Service Rules, 2025. They will be effective on the date of their publication in the Official Gazette.
2. Application
These rules will apply to the post specified in the columns of the schedule annexed to these rules.
3. Number of posts, classification and scale of pay
The number of posts, their classification and the scale of pay attached thereto will be as mentioned in columns (2) to (4) of the aid schedule.
4. Method of recruitment, age limit, qualifications, etc.
The method of recruitment age limit, qualifications and other matters relating to the said posts will be mentioned in columns (5) to (13) of the aforesaid schedule.
5. Initial constitution
(1) The person who is working as a director at a regular establishment in the Mahatma Gandhi Institute for rural industrialization, Wardha, on the date of commencement of these rules will be deemed to have been appointed to the post corresponding to that which he or she is holding on a regular basis on that date.
(2) The regular continuous service of officers mentioned in sub-rule (1) on the post prior to their appointment at the initial constitution under these rules will count for the purpose of the probation period, the qualifying service for promotion, confirmation, pension, etc.
6. Liability to serve throughout India
Any person appointed under these rules will be liable to serve anywhere in India.
7. Liability to undergo training
Any person appointed under these rules will be liable to undergo such training as the Mahatma Gandhi Institute for Rural Industrialisation, Wardha, may decide from time to time. Any person detailed in India for training or a course the duration of which is six months or more, or any person detailed in training outside India with private firms, factories or laboratories in India, irrespective of the duration of the training course, will be liable to refund in full the expenses or cost of training if, for any reason, during the training or within a period of three years after the completion of such training he or she select to discontinue his or her service.
8. Disqualification
No person:
(a) A person who has entered into or contracted a marriage with a person having a spouse living or
(b) A person who is already married and whose spouse is still alive cannot be appointed to the post if they marry someone else. However, the Central Government can allow (give exemption to) such a person if it is satisfied that the marriage is allowed under their personal law and there are valid reasons for giving the exemption.
9. Power to relax
If the General Council of the Mahatma Gandhi Institute for Rural Industrialisation (Wardha) thinks it is necessary or helpful, it can relax or make exceptions to any of these rules for a particular group or category of people, but it must give written reasons for doing so.
10. Saving
These rules will not change or remove any special benefits like age relaxation, reservations, or other concessions given to Scheduled Castes (SC), Scheduled Tribes (ST), Ex-servicemen, Other Backward Classes (OBC), or other special groups. Those benefits will continue as per the Central Government’s orders.
