Revised Formats for Arrest and Incident Reports under Customs Issued by CBIC

The Central Board of Indirect Taxes and Customs (CBIC) has issued amended formats for submitting Arrest Reports and Incident Reports under Customs, as referenced in Instruction No. 02/2024-Customs dated 15.02.2024. A key amendment is that the DIGIT ID must now be compulsorily included in both the Arrest Report and the Incident Report (used when no arrest is made). To incorporate this amendment, the formats for both types of reports have been updated. The new formats are attached as Annexure-I (for reporting an arrest) and Annexure-II (for reporting an incident where no arrest is made).

These reports must be sent via email to the recipients listed in the revised Annexures. For Arrest Reports, the communication should be sent by the jurisdictional Principal Chief Commissioner/Chief Commissioner or Principal ADG/ADG to the Member (Compliance Management), CBIC at memberinv.cbic@gov.in and the Member in charge of the concerned Zone at the respective email ID. Copies must also be sent to the Commissioner (Investigation-Customs) at inv-customs@gov.in, Principal Director General, DRI at drihqrs@nic.in, and Director General, DGARM at dgarm-cbec@gov.in.

For Incident Reports where no arrest is made, the reporting officer should be the jurisdictional Principal Commissioner/Commissioner or Principal ADG/ADG. The report should be sent to the Member (Compliance Management), CBIC and the concerned Zonal Member, with copies to the Jurisdictional Principal Chief Commissioner/Chief Commissioner, Commissioner (Investigation-Customs), Principal Director General, DRI, and Director General, DGARM.
