Simplifying Income Tax Act is like Churning Water to Extract Butter, Govt Withdraws Income Tax Bill 2025

The Income Tax Bill 2025, which was introduced in Lok Sabha on February 13, 2025, has now been withdrawn by the Government due to the complexity of the current Act.

The Income Tax Bill 2025, introduced by Finance Minister Nirmala Sitharaman, was sent to the Select Committee of the Lok Sabha for review. This committee submitted its report on July 21, 2025, suggesting about 285 changes in the current law. These changes include simplifying the language, the nature of drafting, the alignment of phrases and cross-references. The Bill was introduced to replace the current Income Tax Act. The Government has agreed with most of the suggestions made by the committee.

Now the Government has decided to withdraw the Income Tax Bill 2025. The multiple versions of the Bill were causing confusion. Therefore, to provide a clear and updated version with all changes, the new draft of the Income Tax Bill will soon be introduced in the Lok Sabha.

CA Vinod Gupta, the Founder and Director at VG Learning Destination, has shared his opinion, describing how complex it is to simplify the Act by a few people. The Income Tax Act has highly technical and legal language and has been amended over 65 times through various Finance Acts, and still, it is so complex and unsettled. Trying to make it simple is like trying to churn water to extract butter, he stated in one of his posts shared on LinkedIn.
