Black Toner Imports Under Scrutiny: Anti-Dumping Duty Extended for 5 Years

The Ministry of Finance shared a notification dated August 4, 2025 and, the designated authority published in the Gazette of India dated September 30, 2024. The Indian government has extended the anti-dumping duty on imports of black toner in powder from China, Malaysia and Taiwan for another five years. The main motive of this decision was based on a survey initiated by the Directorate General of Trade Remedies (DGTR), is to protect the domestic industry from the harmful effects of dumped imports.

DGTR, dated May 6, 2025 published in the Gazette of India, Extraordinary, Part I, Section 1, dated May 6, 2025 has come to the following conclusions:

• There is continued dumping of the subject goods from the subject countries and the imports are expected to enter the Indian market at dumped prices.
• Dumped imports from the subject country are causing injury to the domestic industry.
• The information on record shows the probability of continuation of dumping and injury in case the anti-dumping duty in force is permitted to cease at this stage.
• There is a strong probability of diversion of exports of the subject goods from the subject country to India if the existing anti-dumping measure ceases to exist.

and has suggested continued imposition of the anti-dumping duty on imports of the subject goods, originating in or exported from the subject countries, in order to remove injury to the domestic industry.

The duty, which was initially imposed in 2021, was set to expire, but the DGTR’s findings indicated continued dumping and the potential for further injury to Indian manufacturers if the duty was removed.

On March 5, 2021 the Central government, after considering the aforesaid final findings of the designated authority, imposes on the subject goods.
