Government Extends Anti-Dumping Duty on Fluoroelastomers Imported from China

The Ministry of Finance has released a notification (No. 29/2025-Customs (ADD) dated 19th August, 2025), where the government has decided to extend the anti-dumping duty on imports of Fluoroelastomers (FKM) from China until 26th February 2026. This duty was first imposed in November 2020 vide Notification No. 40/2020-Customs (ADD), dated 27th November 2020. This was done to protect Indian manufacturers from Chinese products being sold at prices lower than their fair market value, also known as ‘dumped prices’. This was causing serious harm to the Indian industry.

The Directorate General of Trade Remedies (DGTR) initiated a review (notification No. 7/08/2025-DGTR dated 16th June 2025) under Section 9A(5) of the Customs Tariff Act, 1975 (51 of 1975). This review was started to decide whether the anti-dumping duty on imports of “Fluoroelastomers (FKM)” from China PR must be continued. During this review, the DGTR requested that the current anti-dumping duty remain in place to avoid harm to Indian producers.

Therefore, to protect the domestic market, the central government has extended the anti-dumping duty on imports of “Fluoroelastomers (FKM)” from China PR up to 26.02.2026 unless it is cancelled or revoked or amended.
